We’re in the midst of a peak renewal year. That means that we’re expecting more applications than usual, and will be particularly busy. Please be aware that it can take us around 6 weeks to process an application.
To apply for your registration, a practicing certificate or Limited Authority to Teach please use the specific form for your situation below. These forms are designed to be filled in on screen. Printing the form and filling it out by hand might result in your application being incomplete, which can delay the application process as we will need to request further information is provided.
Some browsers or operating systems may not allow online completion of the pdf forms. If you have difficulties please print your application form and use the attached completion guide to assist you in filling in the details on the form.
Please complete all the sections of the form then print, hand sign and date the relevant pages, get the necessary endorsements from identity referees and professional leaders. Send the form with any required supporting documents to the Council using the contact details below. There is a check sheet and completion guide included in the form. Remember to include the application processing fee. The fee is non-refundable so please make sure you're eligible before you apply.

Collective Agreement Processing Fee Payment Forms
What do I need to know about fees and my collective agreement? Some collective agreement terms come to an end this year. If your collective agreement has expired it will mean that you’ll need to pay the fee to be issued, or renew your practising certificate.
If you are eligible to be exempt from paying the practising certificate fee, use the form below. Once completed, your professional leader will need to sign this. If you are a teacher, your principal will need to sign the form, and if you are the principal your board chairperson/ commissioner will need to sign the form.
If your fees have already been paid, and you are eligible for a reimbursement of the practising certificate fee, you can use the same form to claim a reimbursement.
Please note – We need the original of this form so please post it in with your application or if you have already submitted and paid for your application and are applying for a reimbursement, please post this form in to the Education Council. We cannot accept photocopies or scans.

Applying for registration and a practising certificate
Do you need to apply for registration as a New Zealand teaching graduate?
If completed your initial teacher education qualification in New Zealand and are applying for registration for the first time you should apply for registration using this application form: EC10 (processing fee: $220.80 incl GST).
Were you previously registered with the Teachers Council and are now unregistered (ie. your registration expired prior to 1 July 2015)?
To check whether you hold current registration you can search the online register. If you no longer appear on the register then this means you are unregistered then you will need to meet the current requirements to become registered with the Council and apply using this application form: EC10 (processing fee: $220.80 incl GST).
Do you need to apply for registration and your teaching qualification was completed overseas?
Do you hold current registration one of the states/territories in Australia included in the Trans-Tasman Mutual Recognition Agreement (TTMRA) and want to obtain the equivalent registration/ practising certificate category in New Zealand?
Already registered and applying for a new practising certificate
Do you need to apply to renew your full practicing certificate?
If you hold a full practising certificate that is due to expire or has expired and you meet the teaching service requirements to renew your full practising certificate (ie. you have one year of teaching in the last three years or two years of teaching in New Zealand during the last five years) please apply using this application form: EC30 (processing fee: $220.80 incl GST).
Do you hold full longer have sufficient recent teaching experience to renew full?
If you hold a full practising certificate that is due to expire or has expired but you no longer meet the teaching service requirements to renew with full (ie. you do not have one year of teaching in the last three years or two years of teaching in New Zealand during the last five years) please apply for a Subject to Confirmation practising certificate for experienced teachers using this application form: EC90 (processing fee: $220.80 incl GST).
Do you need to apply to renew your Subject to Confirmation (STC) practising certificate for experienced teachers?
If you currently hold a Subject to Confirmation practising certificate, and you need to renew your STC practising certificate please apply for using this application form: EC90 (processing fee: $220.80 incl GST).
Please note that if you are applying for STC certification and during the last five years you have not completed any teaching employment or your teaching employment very minimal (see the application form for details) you will need to provide a return to practice plan with your application form. Here is a template that can be used to create your RTP plan (this includes a copy of the TER programme curriculum which can be referred to in order to assess what areas you wish to focus on in your plan).
Do you need to apply to renew your provisional practicing certificate?
If you held or currently hold a provisional practising certificate and need to apply for a further provisional practising certificateplease apply using this application form: EC80 (processing fee: $220.80 incl GST).
Hold STC or provisional certification and applying for a full practising certificate
Are you provisionally certificated and are now ready to apply for a full practicing certificate?
If you currently hold a Provisional practising certificate and you have completed the induction and mentoring requirements to be issued with a Full practising certificate then please apply using this form: EC20 (processing fee: $302.57 incl GST of 15%).
Do you hold a STC practicing certificate and are now ready to apply for a full practicing certificate?
If you currently have a Subject to Confirmation (STC) practising certificate and you have completed the induction and mentoring requirements to be issued with a Full practising certificate apply using this form: EC21 (processing fee: $302.57 incl GST of 15%).
Applying for a Limited Authority to Teach (LAT)
Do you have the skills and experience appropriate to advance the learning of students; or have skills that are in short supply but you have not completed an initial teacher education qualification?
If you are not eligible for registration as a teacher in New Zealand but you wish to take up a fixed term teaching position to teach a specific subject and meet the specific criteria for a Limited Authority to Teach then please apply using this form: EC40
