Teacher Education Refresh (TER) Programme

The Council expects all provisionally certificated teachers to complete the teaching service requirements to meet the Standards for the Teaching Profession and be issued with a full practising certificate within six years of becoming registered. Requiring teachers to either demonstrate meeting the Standards for the Teaching Profession to be issued with a full practising certificate, or complete the Teacher Education Refresh (TER) programme within a specified timeframe provides assurance of teacher competence and will lead to improved outcomes for ākonga.

Do I need to do TER?

The TER programme has been designed for two groups. 

Provisionally certificated teachers who want to apply for another provisional practising certificate six years or more after becoming registered

  • The TER programme will assist those who have limited or no teaching experience since completing their initial teacher education qualification, to become up to date on current education initiatives and ensure they are well prepared to teach successfully.  Provisionally certificated teachers who have not been able to be issued with a full practising certificate six years or more after first registering are likely to have had limited teaching experience.  

Teachers who completed their initial teacher education qualification six years ago or more, and are applying to become registered.

  • Qualified but non-practising teachers are likely to have minimal teaching experience within the compulsory education system since they completed their qualification.  This is because for most teaching positions in New Zealand it is a requirement to have a current practising certificate.

Recognition of Prior Learning

Recognition of Prior Learning can be considered by the TER programme provider when one year of evidenced induction and mentoring has been completed within the previous three years.  Contact your TER programme provider for further information.

Requesting a review of the requirement to complete the TER programme

The Council recognises that in some situations provisionally certificated teachers may be able to demonstrate that their professional knowledge and practice is up to date and they are well prepared to teach. Read more
